Global maritime industry publishes new guide to protect seafarers and shipowners from the pandemic

On the first day of London International Shipping Week, the International Chamber of Shipping (ICS) released new and updated guidance to protect seafarers and shipowners from the challenges of the coronavirus pandemic. Free resources include guidance on vaccinations, manning agents, mental health issues, and land permission.

Despite observed improvements in vaccination rates for seafarers, only 25% are fully vaccinated, and most are not in a position to receive a vaccine through their national programs until at least 2022. Meanwhile, Severe travel restrictions around the world have left seafarers stranded on board, some for more than 18 months. This deterrent to existing workers and potential new recruits has put global supply chains to the test, with key product shortages and transportation costs approaching all-time highs.

Now, ICS has worked with a coalition of industry partners to produce a new and updated guide, which aims to equip seafarers and shipowners with the knowledge to protect and support themselves in the next phase of the pandemic.

The guides have been developed in partnership with the International Maritime Health Association (Intertanko), the International Transport Workers Federation (ITF), the Shipowners Associations of the European Community (ESCA), Intercargo, InterManager, the International Association of Ports , the Christian Maritime Association, the International Association of Maritime Contractors, the International Council of Maritime Employers Ltd., the Association of Asian Shipowners (ASA) and the International Council of Maritime Employers (IMEC).

Guy Platten, Secretary General of the International Chamber of Shipping, commented: “Throughout the pandemic, the shipping industry has come together time and again to support their people. But we must ensure that we maintain this collaborative spirit and that we all come together to anticipate and meet the needs of the world’s key hidden workers – seafarers.

“As the Delta Bypass increasingly threatens the southern part of the world, an area that supplies nearly half of the seafarers’ workforce, it is critical that seafarers and shipowners have the resources to navigate in the next stage of the pandemic, “Platten said.

One reality of the pandemic is that land permits have been severely affected and crews have been forced to stay on board their vessels for long periods of time without being able to rest. 

Also, recruitment for non-existent jobs at sea is on the rise as dubious manning agents take advantage of the current environment. Therefore, it is necessary to end the loss of seafarers due to bad manning experiences. The Guidelines for Manning Agencies were developed to assist shipping companies in choosing accredited manning agencies and to ensure that the recruitment of seafarers is carried out in accordance with ILO requirements.

Tragically, seafarers have suffered further mental health problems during the crew change crisis. The pandemic has also increased job stress that can impact seafarers’ mental health, including family pressures and limited permits ashore. The guide “Managing a mental health crisis or emergency and detecting suicidal behavior in seafarers” establishes tools for companies to create a culture of care on board to address mental health issues.

Platten concluded: “Seafarers have made enormous personal sacrifice in the last 18 months. While admirable, it has put enormous pressure on both them as individuals and the global supply chain. ICS and our partners hope that our new orientation provide safety and security to seafarers around the world, and help enhance their experience on board and ashore. “
